Use a tenancy and its contractual household obligation as the unit of analysis. Rent assessment is not a mortgage-default task. Identify the applicant’s share in a joint tenancy and distinguish recurring rent from deposits or arrears repayments.

Financial-risk measures

Public benchmark sources

The CMHC Rental Market Report provides rental-market measures and arrears tables. Preserve the survey geography, property coverage, reporting period and whether an arrears statistic describes units or money owed. Vacancy and rent-growth measures are market context, not tenant-level default labels. The source does not establish a universal AMLOK rent-to-income cutoff. An institution or housing provider must define its permitted assessment policy separately from this research benchmark.

AMLOK evaluation

Measure rental-payment identification, allocation of partial payments, recurring-income recognition and reconciliation to the authorized tenancy ledger. Score amount and due-date extraction independently from any outcome model. Split evaluation by household and tenancy over time. Report missing-ledger coverage and do not equate a missing bank transaction with an unpaid rent obligation. For monitoring, evaluate payment changes and evidence quality; the housing provider handles any tenant contact or intervention. Use the benchmark contract and robustness and governance framework.
