Distinguish the principal, obligee, surety, contract and bond. A bond amount is not cash lent to a contractor. Performance and payment bonds support different obligations and should not be pooled without identifying their type.

Financial-risk measures

Cost-to-complete and backlog values require dated estimates. Do not treat a contractor’s estimate as a realized project outcome or count a bid bond as funded debt.

Public benchmark sources

OSFI’s insurer reporting guidance identifies the property and casualty reporting framework. Use the applicable surety line and accounting period when available. Overall insurer results cannot supply a contractor-level default threshold. A contractor evaluation requires project financials, bond terms and observed performance events. A public project announcement alone does not establish completion, profitability or a bond claim.

AMLOK evaluation

Test contract and bond extraction, project-to-entity links and work-in-progress arithmetic. Hold out related contractors and projects to prevent the same economic exposure from appearing across evaluation partitions. Evaluate financial deterioration, project-performance events and surety claims as separate labels with distinct horizons. For Signal, measure the evidence and timing of margin, liquidity or obligation changes. Report uncertainty where project estimates are stale or unsupported. See business underwriting, document benchmarks and robustness and governance. AMLOK identifies assessment signals; it does not administer bond claims or contractor outreach.
